Military Genius Considerations: After the end of World War II, the US Government became the leading world super power engaged in a desperate struggle against the expansion of communism based in the Soviet Union. Anonymous members of the US Government decided to create a Shadow Government, which exists parallel to the public US Government comprised of the executive, legislative and judicial branches, which are legally based on the authority of the US Constitution. There is no legal sanctioning of this hidden branch of the US Government. However, this Secret Agency became a vital part of the military and intelligence communities' need to keep important secrets from both the citizens of the United States and hostile super powers around the world.
With the recovery of crashed technology from extraterrestrials discovered in the late 1940's, the secret US Government had to develop this technology outside of the normal channels of the US Government bureaucracy in order to keep this alien technology from becoming known to nations such as Russia and China, which have enormous budgets dedicated to all forms of spying on Western Civilization. The Shadow Government was of a limited scope in the early 1950's until the extraterrestrial technology could be successfully reversed or back engineered. By unlocking the secrets of the Universe by means of alien technology, this Hidden Agency was able to rapidly expand in order to discover more and more about the unknown mystery realms of science.
The conspiracy widened from a few dozen US Military and scientific personnel in the early years to countless thousands of secret employees by the 21st century. The black monetary budget needed to fund these activities increased from a few million U.S. dollars in the 1940's to untold hundreds of billions of U.S. dollars today. There is no way to know exactly what the Shadow Government does on a daily basis. It seems to have an invisible hand that has guided the destiny of the world for the last few decades.
As for military geniuses amongst this vast conspiracy, this Secret Organization engages in wars from time to time in order to further the interests of American hegemony when needed. It's difficult to map the exact influence the Shadow Government has over the day to day lives of the people of Earth. With extremely exotic and stunningly sophisticated alien extraterrestrial devices with mind shocking potential, this Hidden Agency is able to change or greatly influence the world stock and commodities markets, have thought control programs, create popular culture (consisting of Hollywood movies, television shows, popular books novels and every form of music), control political elections, with mind reading abilities, climate alteration including the weather itself, suppression of unlimited sources of free energy, initiating global cataclysmic tribulations, tracking all Humans of Earth in real time and the heavily restricted progress of current technological development in all civilian sectors.
Given the Shadow Government now virtually controls all facets of civilization, we must grudgingly accept them as military geniuses for being able to conquer the planet vis a vis advanced technology. However, the identities of the members of this wicked conspiracy will forever remain hidden from the world at large. More importantly, we will remain slaves to this nefarious endeavor (which is needlessly complicated) for the foreseeable future because we have no way of proving these conspiracies to be real. The leaders of this diabolical group will always remain outside of the official laws of the entire planet, which is what all military geniuses want in the end.
